Ishinomaki city sustained critical damage from the 2011 Tōhoku earthquake and tsunami, and reconstruction works are still underway. This shrine, given that it's the highest place in the city, was and is a designated refuge spot. It has been told the tsunami could be seen approaching, and it nearly flooded this park as well. It must have been a frighting sight for those who made it.
